u cant solemn judgement Gorz because gorz summons by effect.

Correct. An effect which summons a monster (or monsters) cannot be negated by Solemn Judgment.

Call of haunted can be negated by Solemn Judgement. Monster reborn can be negated by Solemn Judgement.
The Correct way to saying it is, Solemn Judgement can only negate summoning of monster from normal summon, flip summon or inherit special summon(which does not cause chain links e.g. cyber dragon, hyperion, judgement dragon).

In Solemn Warning's case, it just negates any summon/card activation for summoning at any point of time.

To simplify it,

Judgment = "Basic" summons that uses the games basic summon engine, no "third party" card effect which helps the summoning involved.

Warning = Any effect that involves summoning.

To simplify even more:

Judgement = Cannot use

Warning = Can use

* You can use S. Warning, because the effect of Gorz is an effect which summon monsters.

* Call of the Haunted and Monster reborn can be negated by both because:
1) Both are Spell/Trap cards - Can be negated by S. Judgment.
2) Both are cards which summon - Can be negated by S. Warning.

WARNING CANNOT NEGATE: Effects which DOESN'T SUMMON when its activated.
a good example of this is "Valhalla, Hall of the Heaven" <- Its a card which summons, but it cannot summon when its activated.
