Each participant must bring all of the below items.
# User ID
If this is your first time participating in the "YU-GI-OH OCG Duelist King Tournament", you should register your User ID at the shop at which the tournament is being held.

# A deck of a minimum of 40 cards and a side deck of 15 cards

Only the below card versions from "YU-GI-OH Official Card Game" may be utilized in either your main deck or your side deck.

1. YU-GI-OH Official Card Game: Duel Monsters (Japanese Version)
2. YU-GI-OH ! TRADING CRAD GAME
English Version / French Version / Italian Version / Spanish Version / Portuguese Version / German Version)
3. YU-GI-OH ! OFFICIAL CARD GAME (Korean Version)

* If you wish to use a deck that has two or more of the above three versions, all your cards must have card protectors that obscure the face-down side of the card.

* You may not use any cards that have stickers or any other kind of unique marking on them.

# Writing utensils required for recording Life Points
You will need a blank piece of paper as well as a ball-point-pen or other appropriate writing instrument to keep track of your Life Points.

* You may not use a computer or any other electronic method to keep track of your Life Points.
Each tournament participant must bring all the items that are necessary for the actions of each of his or her cards (for instance, counter tokens).

# Coins
These must have clear heads and tails faces. No single-faced coins are allowed.

# Game Dice
A standard six-sided game dice
* Weighted dice, or dice manufactured with eyes that protrude from the surface, are absolutely forbidden.

# Tokens
These may be things like counters or coins. Bring several.

# Deck Roster Sheet
If the tournament organizer requires it, you must submit a Deck Roster Sheet detailing every card in your main deck, side deck, and fusion deck.

Tournament Rules

# The tournament utilizes the "New Expert Rules".
* For detailed rules of play, please refer to the Rulebook Version 2.0.
# The tournament is single-elimination, with the player who wins the match (Best two out of three duels) advancing.

About the Decks

# What decks may be used in the tournament

* You may only use a single deck for the entire tournament.
* If the tournament organizer requires it, you must submit a Deck Roster Sheet detailing every card in your main deck, side deck, and fusion deck.
* You may not use any card not listed in your Deck Roster Sheet in your main deck, your side deck, or your fusion deck.

# Initializing your deck at the beginning of each round (match)

* You must return your deck to its initial state -- this means that all cards you substituted in from your side deck must be returned to your side deck.
* You may not substitute in cards from your side deck to your main deck before the beginning of the first duel in a round (match).

Time Limit

# In the tournament, the time limit for each match (at most 3 duels) is 40 minutes.

* This counts the interval time spent between duels (time spent shuffling decks or card substitutions).
* In the tournament, this interval time must be 3 minutes at maximum; this is to ensure the smooth progression of the duel.

# Behavior that results in a delay of the duel will cause a "penalty" to be assessed.

* Whether intentional or not, should a player act in a fashion that causes an unreasonable waste of time -- for instance, excessive deliberation over a move or a pointless move -- the referee will first give a "warning", and then steeper penalties will be levied if the behavior continues.

* Should you feel that your opponent is engaging in such behavior, please alert your referee.

# In the case of 40 minutes passing with no clear winner of the match

The winner of the current duel shall be determined by the below procedure, and the winner of the match shall be the player who has won the higher number of duels.
Judgment 1. If the time limit is reached in the middle of a duel, the winner is decided in this manner:


1. Finish the current turn (the rest of these instructions assume that it is your turn at this point)
2. If by the end of the turn there is no winner, you will go into extra turns.
3. Starting with your opponent's turn, there will be three more turns: his, then yours, and finally his again.
4. At the end of (3), the player with the most life points is the winner.
5. If at the end of (3) both players have equal life points, you will go into sudden death turns

* If one player has greater life points than the other at any point during the sudden death turns, then the duel is over, and the player with the most life points is the winner.

* Conditions for entering extra turns: if at the end of the original 40 minutes there is no winner -- regardless of whether one player has more life points than the other -- you must play the current turn until the end. If by the end of the turn there is still no winner, then you must go into extra turns.

* Judgment during the sudden death turns: if you play a card that requires life points as a cost, that counts as a decrease in life points. The player with the most life points after the aforementioned life point cost is paid shall be declared the winner of the duel.

* Should the outcome of the extra turns/sudden death result in a 1 duel to 1 duel tie, then the winner of the match will be decided in the procedure detailed below in "Judgment 2".
Judgment 2. If the time limit is reached during pre-duel (deck adjustment) time and it is currently a 1 duel to 1 duel tie, the winner is decided in this manner:

1. An extra duel of exactly four turns shall begin.

* Both players start with 8000 life points. At the end of four turns, the player with the most life points shall be declared the winner.

2. If at the end of the extra duel (four turns) both players have equal life points, you will go into sudden death turns.

* If at any point during the sudden death turns one player has greater life points than the other, then the duel is over, and the player with the most life points is the winner.
Judgment 3. If the time limit is reached during the deck adjustment time before duel 2, the winner is decided in this manner:

1. The winner of duel 1 is declared the winner of the match.

Duel Procedure

# The duel shall proceed as follows:

1. The two players exchange handshakes.
2. Each player shows the other that his or her side deck has exactly 15 cards in it.
3. Each player shuffles his or her deck in plain sight of his or her opponent.

* You may not look at or otherwise tamper with the order of your cards during the shuffle. For instance, you may not separate your deck out into separate monster, magic, and trap card piles and shuffle those piles individually.

4. Each player must offer his or her opponent the opportunity to cut his or her deck.

* The opponent is not allowed to perform excessive shuffling on your deck at this time.

5. The two players should perform a match of rock-scissor-paper; the winner may decide whether he or she wants to take the first turn or give the first turn to the loser.
6. Each player draws exactly five cards.

* The winner of rock-scissor-paper may not decide to take the first turn or defer after he or she has drawn his or her cards.

* The loser of duel 1 shall decide whether or not he or she wishes to take the first turn of duel 2.

7. The duel begins with the turn of whichever player was designated to go first as per the procedure of (5).
8. Each player may substitute cards from his or her side deck into his or her main deck during the interval time (time between the duels).

* At this point, both the player substituting cards and his or her opponent must certify that the number of cards in the main deck has remained constant.

# Things to pay attention to during play

1. If an ambiguity or a question arises during the duel, or if the duelists have a disagreement in their interpretations of the rules, then the referee shall render a final decision that must be followed.
2. If an error in the duel occurs and both duelists play on unaware of it, the referee is not allowed to roll back the card effects, life point calculation, or any other thing that results from that error.
3. The referee will not respond to any grievances that are aired after the duel is over.
4. During the duel, all actions taken by either player must be confirmed by both parties.
5. During your turn, you should aim to spend 3 minutes or less in deliberation about your strategy. You should not be spending this amount of time on every card you play. Any player who spends an excessive amount of time during his or her turn will be penalized appropriately by the referee.

Card Restrictions

# No substitute cards allowed
All the cards in your deck must come from "YU-GI-OH Official Card Game". Any other kind of card, substitute card, or cards/card sleeves/card protectors with unique markings on them are absolutely forbidden.
# Cards that you may only use a limited number of
The kinds of cards you may use in this tournament are further divided into "banned cards", "restricted cards", and "semi-restricted cards".
Banned cards may not be used in any of your decks (main deck, side deck, fusion deck).
Restricted cards may be used, but you may only use one of each kind of restricted card.
You may use up to two of the same semi-restricted card.
# Card sleeves/Card protectors
Players may use card sleeves or protectors, but only if all cards utilize the same kind of sleeve/protector. Players who intend to use more than one language version in their decks are required to utilize card protectors that obscure the face-down sides of all cards. You may not put anything other than the appropriate cards in your sleeves/protectors. Alterations or modifications to your sleeves/protectors are absolutely forbidden.

Again, if you are to be using sleeves or protectors, you must use exactly the same kind of protector or sleeve for every card in all of your decks (main deck, side deck, fusion deck).
Prohibited items and tournament etiquette

# Misconduct and rule violations

1. Not arriving at your designated time or being late
2. Harassing or disparaging your opponent
3. Spending three minutes or more in deliberation during your turn
You should not be spending this amount of time on every card you play.
Any player who spends an excessive amount of time during his or her turn will be penalized appropriately by the referee.
4. Spending more than three minutes substituting cards or shuffling your deck during the interval time between duels.
5. Misrepresenting your cards on your Deck Roster Sheet or changing the contents of your decks after you have turned your Deck Roster Sheet in.
6. Intentionally looking at cards while shuffling or cutting decks.
7. Intentionally misrepresenting the meaning and effect of a card.
8. Intentionally misrepresenting your life points or the number of cards in your hand.
9. Playing cards -- either yours or your opponents -- that have been removed from play.
10. Taking advice from other players, spectators, or other third parties during your duel. Talking to other players, spectators, or other third parties during your duel.
11. Using cards, card protectors, or card sleeves that have unique markings on them.
12. Putting things that are not appropriate cards for play in the card protectors/sleeves.
13. Marking your cards/card protectors/card sleeves in some way during play.
14. Having more than the maximum number of restricted cards or semi-restricted cards in your deck. Having any banned cards in your deck at all.
15. Having a main deck of 39 cards or less, regardless of what the reason is.
16. Placing any objects that are not necessary for the continuation of the duel on the duel playing field.

# Tournament etiquette
Players who exhibit inappropriate or flagrant behavior will be penalized accordingly by the referees.  

1. Obey the rules of the place in which the tournament is being held.
2. Do not bring any food or drink into the tournament.
3. If you need to go to the bathroom or leave your place for any other reason during the duel, you must obtain permission from both your opponent and the referee first.
4. During the duel, you may not touch your opponent's cards without permission.
5. Always strive for the smooth progression of the duel, and for a fair duel.
6. Do not engage in play that causes your opponent discomfort.
7. At the end of a duel, always check your deck to make sure that there are no more or less cards than what you started out with, and that the contents of your deck have not changed.
