Can you use grade 2 and above to boost?

Question 2
When you have 2 cards in ur hand, and you attack with a grade 3 vanguard.
Can you +4000 if the card boosting grade 3 has this ability?Example : Weather girl milk

Answer : No, only cards with the arrow pointing upwards can boost
Question 2
Answer : No,Milk says that when this card supports a oracle thinktank vanguard and your hand size if 4 or more milk gains 4k(you will support before you do your trigger check, so milk's requirement isn't met therefore you will not get the extra 4k boost after you finish your trigger check since its in different portion/part/step/phase of the game)

Well, simply put, its just that only grade 1 and 0 can boost. As for 2nd question, Lolzorx had explained it quite clearly already.
