Counterblast Queries...

hi ppl out there, wld like to clear some doubt regarding Counterblast:

Qn: can i for eg. turn 1: i counterblast 3 cards out of my 4 damage alrdy

turn 2:wat if my cards has the ability of "qi" or "yong" and it requires 3 cards to counterblast again, can i flip my 3 cards that has alrdy been flipped (side down) back to (side up) again to activate my counterblast...??

therefore does it mean my ability of counterblast (despit being "qi" or "yong" ) can only be used once cos its not permitted for me to unflip the cards??

qi and yong is which pherse u can use the effect. while counter blast a cost.. therefore if there no enough cost to pay, effect cannot be use
