Player A summons a monster.
Player B activates solemn warning.
Player A chain with royal decree.
-So does the solemn warning gets negated? and hence the monster summoned by player A gets successfully summoned?

Warning is spell speed 3 and can only be countered by other counter trap cards. U can't chain decree to warning.
