dimensional fissure vs naturia butterfly

When dimensional fissure is active on field, can naturia butterfly still activate its effect? I know the ruling for gk servant/card trooper vs d fissure but I realize there is some difference between them..

Dimensional fissure
If "Dimensional Fissure" is active, then you cannot send cards from the top of your Deck to the Graveyard as a cost, since you might send a Monster Card to the Graveyard. Thus, you cannot activate effects like those of "Charge of the Light Brigade", "Card Trooper", or "Celestia, Lightsworn Angel".[7]

Naturia butterfly
For "Naturia Butterfly", the top card of your Deck is sent to the Graveyard at resolution. This is not a cost to activate the effect.[1][2]

I don't think you can activate the effect of naturia butterfly while d fissure is on the field

yes, milling 1 card to grave is part of the effect... not a cost.

just to add on, butterfly can activate its effect, BUT since the card is not sent to grave it cant negate the attack.

so you mean if butterfly mills a monsters when d fissure is active on field, the attack is not negated?

yes. same thing for macro cosmos, u can mill but since the card will not go into the grave the attack is not negated
