does photon butterfly assasin's effect work like black rose dragon's 2nd effect in the sense that it can also target a facedown monster?

or can it only target a faceup monster?

any help would be appreciated, thanks.

Photon Butterfly Assasin can target face-down monsters as long they are in defense position.
