Celestia, Lightsworn angel

If i tribute for a Celestia, Lightsworn angel using a lightsworn and my opponent has a face up dimensional fissure and/or a face up macro cosmos can I use her effect to blow up two cards my opponent controls. I say no case she mills her cards before she blows up cards and sens the cards would be removed instead of being send to the grave you cant mill, her effect is now like ryko, the lightsworn hunter that blows up then mills. Me and my friend were talking about it and i wonted some one else's opinion in it. So just let me know what ya all think on this this matter.

Mill 4 cards is a cost for celestia, Dfissure and cosmos prevent it from milling since the 4 cards need to go grave.So celestia will not have its effect activated.

Fixed.

Celestia CANNOT activate the effect as you cannot pay for the cost.
