No, because they are considered, ranks not levels.

2.)detach exceed material is cost?
Depends on the effect. Most of the time yes.

3.)exceed been monster reborn there exceed material is 2/2 or the number of exceed left when it die or 0?

1. Xyz monster cannot be used for a Synchro Summon. However, it CAN be used for a Fusion Summon.

2. Depend of the card effect. For Number 39: Utopia, detach 1 Xyz Material is a cost. for Gachi Gachi Gantetsu, detach 1 is part of the effect.

3. If you Special Summon a Xyz monster (which already Special Summoned Sucessfully) from your Graveyard, will have 0 Xyz Material. Any negative effects the Xyz Monster has, it will be applied.
