It says:

When a monster is Special Summoned by an effect of an "Evoldo" monster, your opponent cannot activate the effect of Spell, Trap, or Effect Monster Cards.

Does that mean my opponent cannot activate spell trap or monster effect for the rest of the turn or just in response to the special summon

It is just in response to that monster being special summoned. Negating the summon is still possible
