I don't think so. I think it's like Cyber Dragon, it's just a Summoning Condition, not an effect. Could be wrong though.

Yes you can Debunk Doppel Warrior when it is trying to special summon itself from hand since its a trigger effect.

If its like cyber dragon, people dont need activate divine wrath to negate liao.
