Something that I need to clarify:

1. If a Core Chimail monster is destroyed at the End Phase due to the player can't sent the Iron Core to the Graveyard or reveal a specific monster, can you Special Summon a Machine Emperor from his/her hand?

2. If a player use Fragrance Storm on a Dandylion, can he/she Special Summon a Machine Emperor from his/her hand?
(I remember the destruction have to be the last thing to happen)
