Can declarer negate the chain 1,chain 2 thing that made BF immune to oppression?

Scenerio: BF-North Pole summoned with Black Whirlwind on the field. North Pole effect chain 1, Whirlwind chain 2. Declarer can negate NorthPole?

Turn player can construct his chain in any way he wants to, Herald can only negate whatever that's on Chain Link 2.
