MGS Chawa

i would like to confirm if MGS Chawa effect is a cost?becuz it it's rulings says:"One "Fabled" monster is discarded from your hand when the effect of "The Fabled Chawa" resolves. It is not a cost to activate the effect".
and cuz when i went for a tournament some people said it is a cost but some others said no,so i would like to confirm if MGS Chawa effect is a cost or not?

During your main phase, you can discard 1 "Fabled" monster to Special Summon this card from your hand.
Chawa's discarding should be a cost if not wrong because to activate its effect to special summon you must discard first

becuz i tot to use Chawa's effect you show him Chawa and declare to use the effect since it should not be a cost since it discards during the resolution

Its not a cost, its part of the effect to Special Summon himself out. Either way, doesn't affect MGS.

No its not a cost, that's why it is worded slightly differently.

But obviously people like to shortcut and just throw whatever and whenever they want. (In reference to other "discard a card to special summon" monsters)
