Spell economics and mouesleum of the deceased emperor

if spell economics is on the field and i ACTIVATE deceased emperor and priority to pay life, can the effect of spell economics trigger and i did not have to pay lifepoint?

if spell economics is on field and so is mouleum of the deased emperor on field ( not activate ) , do i have to pay lifepoints as spell economics state that i do not have to pay life point for magic cards i use???

You are paying your life point to activate an effect of a card that is already played.

Not the same thing.

On a side note, there is no such thing as use a magic's card priority...
