English Version of Yugioh! Cards - legality

if you are wondering if english cards are allowed...i have taken this from UDE site

"Effective as of May 1st, 2004, Upper Deck has eliminated the rule that only English cards designated for that territory can be used in tournament play. Meaning that any English card can be used around the world. Asian-English is still prohibited for any territory other than Asia."

Yu-Gi-Oh! TCG card sets become legal for premier event tournament play at set dates. Premier events include Regional Qualifiers, National Championships, and Shonen Jump Championships. UDE will update this list regularly at ude.com/policy.

LOL, what happened to Osiris? Anywayz, that should mean that cards like the ice dragon, etc, all can be used right? Kinda voicing out everyone's question here.
