Hi does turn player priority ensures a chain link 2 spot?

For example, you activate heavy storm, can you use turn player priority to activate your facedown starlight road? or must you ask for a response from your opponent first?

Passes.

If opponent passes, then you can road. If he roads first, well, good luck.
