Can Stardust Dragon negate Deck Devastation Virus/Eradicator Epidemic Virus? Not sure because it's not sure if there's a destruction effect.

Yes, but there must be a monster with the required or below on the Field

cause is destroy if your field don't have monster below 1500 atk stardust cannot negate

So let's say I activate EEV, and i declare TRAPS, however, no faceup traps are on the field, only set, stardust can't negate right?

hmmm..... this one abit hard but if opp declarer trap he can see your set card and your hand

If you do not know the result of the "destroy part" like snipe hunter, stardust cannot negate as the result is unknown.

The case here seems similar.
