Need to discard card for negated Divine Warning/ L. Vortex?

There are several card effects that needs a card to be discarded from handed as its activation cost.
E.g. Lightning Vortex, Divine Warning

E.g. 1,
Player 1 uses Lightning Vortex OR Divine Warning, but player 2 chains with Solemn Judgement.

Resolution 1,
Player 2 pays half life and negates lightning vortex
Qns is, does player 1 need to discard a card from hand since lightning vortex OR Divine Warning is negated?


E.g. 2,
Player 1 uses Lightning Vortex OR Divine Warning, but player 2 chains with Solemn Judgement.
BUT, Player 1 chains with his own Solemn Judgement.

Resolution 2,
Player 1 pays half life for his own solemn judgement, and discards a card from hand for his divine warning.
Qns is, Does Player 2 needs to pay half his life since his own solemn judgement is negated?

Discarding a card and paying the life is cost. All costs must be paid even if the card is negated.

Yes to both qtns. Discarding a card or paying half your lifepoints are costs which need to be activated in order for you to activate the card's effects
