ruling for scrap searcher, scrap squall

if i were to activate scrap squall on my face up scrap monster - scrap beast, do i get to sp scrap searcher from the graveyard and take back one scrap monster or i miss timing for one?

also, can i sp back 2 scrap searcher from the graveyard at the same time if my scrap monster is destroyed?

1. If Squall is chain 1, ok. If Squall is chain 2 and above no.
