let say macro cosmos is on the field and opponent uses cold wave during his main phase,so during this turn,does cold wave's effect still activates?

yes, cos macro cosmos's effect is a passive effect and does not need activation.

then is there any card that can stop macro or d.fissure for a turn after they had activated?

for marco have - trap stun ( negates all other trap cards on the field for a turn )

Also, on side note, cold wave only stop activation, but does not negate those cards that are on the field and continuous. Face-up cards like Royal Oppression and Ultimate Offering require a 2nd activation after flipping the card face up.

It does negate face up oppresion/Card of safe return though.
