I think that you should add 4 Gordon's instead.

Take out either Gallatin or Laranok. I think that is Grade 2 you are refering to~ I also think you should have 12 Grade 1s, 12 Grade 2s and 9 Grade 3s. Since you have Pendragon having about 9 Grade 3s should be ideal~

but too many g3 is no good as g3 cannot be use to guard

Quite true. But perfect guards do help abit. And thats why adding Gordon in is so important. Also if you are worried about guards, getting 8 critical triggers might help since draw triggers only have 5000 shield.
